A comparison of the lettering on both coins shown in the photos reveals that the coin on the bottom was struck close to the rim, causing the letters to be distorted. Note the "S" on both samples are distinctly different.

Could you put it into context for me please? Are these from the same mint? Is this you would see on coins of the same year from different mints?

You have far more patience than I could ever have. Is it an actual variety or is it something along the lines of simple die wear.

This is a case of the strike on the coin not being perfectly centered. The coin was strike on the slightest angle close to the rim making the strike weak.
