The Silver quarters are much smaller than the clad. Why?

I noticed my silver set at the end of the year one of the silver quarters holder was cracked the coin was ok but air was getting in.. That's the way it came. I was looking at it today when I noticed. So I got a clad holder and went to switch them. It's easy use your thumb nail well the silver was to small in the clad and the clad was to big for the silver. Another money saver for the mint? Shouldn't the quarters be the same size? I guess not. I'm just trying to find out if this is true with all silver . Now the C.O.A. Will come into effect. The clad quarter of The same set A.T.B. Are different there bigger. Why? Just curious. I'm not taking out all eight coins out nothing wrong with them. I did have an extra silver holder fit perfectly. Anyone ever notice before. Pat
